I have the honour to acknowledge the receipt of your letter of the 4th instant forwarding copy of Secretary of State's Despatch transmitting a Petition from P.C. 50, A.M. Dougal of the Hong Kong Police Force, and with reference thereto I have the honour to report as follows:

P.C. 50 Mc Dougal was charged by Sergeant Bullin on three points: –

(a) Introducing spirits into a station without permission;

(b) being drunk;

(c) disobeying lawful orders.

The charge was clearly proved
